16 Apr 2016 and easy way (no recompiling), that will let me change the default quality of oggenc? I found nothing like a configuration file in the manual.

-q 3 stands for default quality, you may change 3 from -1 to 10, or omit oggenc -a artist -t title -l album -G genre -c comment -o file.ogg file.wav.
